Background

Dr. Kwong is a trained public health physician and works in Department of Health HKSAR Government in administrative medicine and public health. He is in charge of the IT Management Unit of the Department of Health and handles all IT projects of the department, which amount to about US$ 27 million. He is responsible for the implementation of public health informatics initiatives of the department. In 2004, he was a member of the delegation representing Hong Kong Government to participate the Stockholm Challenge IT Award and was one of the winners in eHealth. The topic was “Policing Disease” which exhibited the model of how to make use of the existing IT resources of the Department of Health, Hospital Authority and Hong Kong Police to combat the SARS epidemics.

Dr. Kwong is a holder of several master degrees of a number of disciplines, which include, public health, health planning, business administration and e-commerce and Internet computing. He is currently the Honorary Lecturer of the Department of Computer Science of the University of Hong Kong and engaged in research in industrial applications.
